Responsibilities will be strengthened, and the targets for grain planting area and yield increase will be cascaded down to counties and cities, as well as to seasons and crop varieties. Classification-based guidance will be intensified, and technical guidelines for major grain crops will be formulated to provide technical guidance services. Supervision and inspection will be strengthened, and the assessment and incentive mechanisms for grain production will be further improved to motivate all parties involved in the development of grain production.
Efforts will be intensified for disaster prevention and mitigation. Disaster monitoring, early warning, and forecasting will be strengthened, and disaster prevention and mitigation measures will be proposed for key regions, major crops, and critical processes. Key technologies for disaster prevention and yield increase, such as rice seedling cultivation in greenhouses, "one spray and three preventions" for wheat, and plastic mulching for maize, will be subsidized. Comprehensive technical guidance services will be provided, and experts will be organized to refine technical solutions and guide the implementation of disaster prevention and yield increase measures based on local conditions, timing, seedlings, and soil moisture.
Stable vegetable supply will be ensured. The implementation of the National Vegetable Industry Development Plan will be carried out, information monitoring systems will be strengthened, standardized production will be promoted, and farmer cooperatives and leading agricultural enterprises will be developed and expanded. The concentration of various factors will be guided towards regions with advantages in vegetable production, aiming to improve the quality and safety of vegetable products and enhance organizational levels. The goal is to maintain a stable vegetable planting area of around 280 million mu nationwide and ensure balanced supply across different regions, considering market timing and variety structure.
Specialized and unified prevention and control will be accelerated. Disease and pest monitoring, early warning, and emergency control will be strengthened. Specialized and unified prevention and control will be comprehensively promoted in 800 counties, primarily located in major grain-producing areas, regions with economic crop advantages, and major disease and pest outbreak sources. Support will be given to a group of demonstration organizations for specialized and unified prevention and control. Additionally, 100 green control demonstration areas will be established in horticultural crop regions, integrating and promoting green control technologies and safe and effective pest control products.
The infrastructure of the planting industry will be strengthened. Efforts will be made to accelerate the drafting and revision of laws, regulations, and rules related to pesticide management, plant disease and pest control, etc. The development plans for high-standard farmland, horticultural crops, japonica rice, oil crops, and other major areas will be revised and compiled at a high standard. Furthermore, supervision will be strengthened for projects such as high-yield creation.
